Kathleen Gagnon

Litigation Staff Attorney

Kathleen Gagnon joined CBF’s litigation team in August 2024 as a litigation fellow and transitioned to staff attorney in August 2025. She earned her J.D. from the University of Maryland School of Law and has since worked on a range of local, state, and federal environmental enforcement matters. During her time in law school, Kathleen received the Maryland Law Scholars Award, the Litigation and Advocacy Award, and became a Fedder Scholar and Sondheim Public Service Fellow. At CBF, Kathleen contributes to litigation efforts that protect water quality, enforce land use laws, and promote the public interest throughout the Chesapeake Bay watershed. She supports cases involving regulatory compliance, community health, and conservation and engages in legal research, drafting, and advocacy to advance CBF’s mission. Kathleen is licensed to practice in Maryland.
