Jenny Smolen
Budget Director
With extensive experience in nonprofit financial management and organizational leadership, Jenny has dedicated her career to strengthening mission-driven organizations through sound fiscal stewardship and strategic planning. She has overseen multimillion-dollar operating and capital budgets, led financial reporting and audit processes, managed cash flow and investments, and developed long-range financial strategies that align resources with organizational priorities. Jenny partners closely with boards, executive leadership, and stakeholders to support sustainable growth and mission impact.
Jenny is proud to serve as CBF’s Budget Director and is responsible for facilitating and managing all aspects of the organization’s budget and financial reporting process. She enjoys supporting the departments, ensuring their priorities are captured in the annual budget and training financial managers in software and analysis.
Jenny holds a bachelor’s degree in zoology from Arizona State University (1997) and a Master of Public Administration degree from Old Dominion University (2002). Jenny and her family have lived across the watershed: Norfolk, downtown Baltimore, and now Crownsville, MD where they crab, grow oyster spat, and keep track of their local heron population. She’s a beginner gardener, expert consumer of seafood, and scuba diver.
