About the Chesapeake Bay Foundation

Established in 1966, the Chesapeake Bay Foundation (CBF) is the largest regional nonprofit conservation organization dedicated to saving the Chesapeake Bay, its rivers and streams, and the wildlife that call it home through education, advocacy, litigation, and restoration. Since 2010, CBF has engaged in a focused effort to defend and implement the Chesapeake Clean Water Blueprint, a binding federal and state collaborative agreement aimed at reducing pollution to the science-based, legally-affirmed levels established by the U.S. Environmental Protection Agency (EPA). The Blueprint is expected to be fully implemented by 2025. If the states and the federal government achieve Blueprint goals, the Bay will finally—after decades of failed efforts—be removed from the Clean Water Act's impaired waters list. Successfully implementing the Blueprint depends on a well-informed, engaged, active, and diverse constituency of members, advocates, and volunteers who speak up and take action to save the Bay.

CBF has a staff of approximately 230 employees working in offices in Annapolis, Maryland; Richmond and Virginia Beach, Virginia; Harrisburg, Pennsylvania; and Washington, D.C. as well as 15 field education program locations. Our staff and volunteer corps work throughout the region educating students and adults, advocating for clean water policies, restoring waterways, and litigating when necessary.

About the Hiring Department

Finance

The mission of the Finance department is to establish and maintain the strategies and processes that ensure outstanding fiscal accountability at CBF that enhances the organization's credibility and motivates others to support our goals. The department is committed to providing high-quality financial information and management reporting that responds to the needs of funders, government regulators, administrators, and constituents.

Context of the Position

The Controller reports to the Chief Financial Officer (CFO) and is responsible for the day-to-day internal operations of the accounting staff. Controller leads all financial audits and provides technical accounting expertise and leadership that properly accounts for all of the organization’s financial transactions. In addition, the Controller assists the CFO in the development of CBF’s financial and accounting policies, procedures and internal controls that ensure the conservation of the organization’s funds and the proper auditability in accordance with US GAAP for every accounting transaction. The Controller will maintain proactive and timely reporting processes, a high-performing accounting operations team to provide accurate financial data, a customer service focused team, and an environment that encourages work-life balance. The Controller will review and approve periodic journal entries for financial operations, as well as prepare some journal entries for financial operations. The Controller will support the CFO with financial statements, audits, tax returns and other financial reports that are presented to the Board’s Audit & Finance Committee and to the Executive Management Team.

Essential Functions

• The Controller directly supervises the Accounting Manager and the rest of the accounting team and sets goals and objectives for the accounting staff members within his/her area of responsibility including identifying training needs and providing cross-training for each staff position.

• Maintain a customer service centered financial operation so that CBF staff, external agencies and project sponsors have timely access to critical financial information. 

• Direct responsibility for general ledger, accounts payable, fixed assets, revenue recognition (gifts, grants, and contracts), accounts/pledges receivables, net assets, financial statements, audits.

• Ensure the timely production of financial statements in accordance with US GAAP. Produce monthly, quarterly, and annual financial statements in compliance with FASB 117.

• Manage Month-end Procedures. (approving and reviewing journal entries, bank reconciliations).

• Review and ensure that all revenue is recognized and recorded accurately, accurately and in accordance with US GAAP. 

• Review private restricted grants and analyze associated expenses to determine appropriate revenue release along with the necessary Net Asset footnote. Prepare the Net Asset Release and prepare the net asset information to be disclosed in the footnotes to the audited financial statements.

• Manage the unrestricted gift accounting processes. 

• Carries out proper review of investment transactions and performs reconciliation at month-end for review by CFO.

• Prepare the G&A calculation and allocation, including the joint costs allocation.

• Develop the indirect cost rate calculation, establishing various cost pools and allocating costs, and prepare the annual indirect cost rate proposal for CBF’s cognizant agency.

• Reviews and approves Payroll bi-weekly.

• Reviews and Approves weekly Check run.

• Monitor and develop financial policies and procedures to maintain consistent and accurate financial accounting processes for the organization. 

• Lead and manage the improvement of internal controls for financial accountability. 

• Manage all year end audit(s) (financial statements, A-133/Uniform Guidance, tax, regulatory agency compliance audits, etc.) and preparation and filing of tax returns (Form 990 and all associated forms, sales and use taxes, property taxes, etc.). 

• Set goals and objectives for the direct reports and review goals and objectives for the remaining accounting staff on the team.

• Other responsibilities and other projects and duties as assigned by CFO.

Professional Experience and Qualifications

The individual should possess a bachelor’s degree, with a CPA’s certificate preferred. A minimum of 7 years of experience leading a complex financial operating group within a membership-based, nonprofit, advocacy organization. Demonstrated experience accounting for at least one multi-million-dollar capital campaign. Demonstrated technical accounting skills to include revenue recognition across multiple types of revenue streams and businesses, tax-exempt bonds, capital and operating leases, Unrelated Business Income Tax (UBIT), gifts and donations including non-cash, Value-in-kind, etc. A demonstrated knowledge of federal regulations (especially FAR, OMB Circulars A-110, A-122 and A-133, Uniform Guidance) and compliance related to non-profit grants and contracts including indirect cost rate calculation, establishing various cost pools and allocating costs. A demonstrated track record of experience working with a wide range of information systems. Superb organizational and interpersonal skills combined with the ability to diplomatically prioritize sometimes conflicting demands. Proven ability to lead, inspire, supervise and train a professional staff.

Salary Range: $146k -$166k
